Job Description

For our Knowlsey based client we are currently looking for a Development Management Team Manager to manage a team of Planning and Enforcement Officers plus Technical Assistants. The contract is for at least 6 months.

The role involves to:

  • Carry out the functions of the client on development management matters
  • Manage the work of the development management team
  • Oversee and deal with large, complex planning applications and to personally handle a caseload of complex applications and appeals including appearing as expert witness at planning appeals be these public inquiries, hearings or written representations
  • Prepare reports and make recommendations for Committees/meetings 
  • Present reports to Members, stakeholders and/or other officers.
  • Keep abreast of and advise others in the section on changing legislation, circulars and best practice relating to development control and to ensure continued personal professional development to meet the needs of a changing service. To take an active part in the delivery of training sessions to the team and elected Members as necessary.
  • Deal with matters in connection with breaches of planning control and conditions within the borough under the provisions of the Town & Country Planning Acts and other associated legislations. To prepare statutory notices as required and supervise the enforcement of planning controls.
  • Undertake the role of Development Management Quality Representative in connection with ISO9000 and other similar quality marks.
  • Implement and act in accordance with the Information Security Acceptable Use policy and Data Protection Policy.

  • Are a Town Planner and member of an appropriate body
  • Have team leading or management qualifications
  • Have a driving licence and a vehicle for site visits
  • Have excellent technical knowledge of planning legislation and guidance including extensive experience of personal responsibility for major planning applications and appeals
  • Have extensive experience of dealing with a wide range of major applications, covering validation, assessment, report writing and negotiation
  • Have experience in leading a team
  • Have excellent IT and presentation skills
