Job Description

For our Dudley based client we are currently looking for an experienced HR Specialist.

The role involves:

  • to provide a professional solution focused HR Transactions service 
  • to provide specialist and complex advice and guidance to all customers such as staff, managers, on a wide range of HR transactions issues related employment matters
  • advising and supporting all customers on a variety of terms and conditions matters to deliver best practice and provide a customer focused solution/outcome
  • to support and work with colleagues across the HR Service in the development and delivery of policies and procedures, strategies, transactional and operational priorities and aspects of corporate projects
  • to create an enabling environment to encourage more self management of non complex resourcing and pay and grading matters
  • delivery of a professional resourcing and pay and grading service
  • to produce and maintain innovative solutions to people management procedures and practices taking a managed risk approach working closely with Team Managers and divisional colleagues to have a full understanding of the needs of the service areas
  • to provide professional advice on all terms and conditions of employment relevant to resourcing and pay and grading matters and keep up to date with employment legislation, best practice, and all national, local and service agreements 
  • to support with the day to day management of the HR Service provided to, all Managers at various levels and employees on a wide range of resourcing and pay and grading related issues, ensuring consistency of approach and correct application of employment legislation, national and local agreements and terms and conditions of employment
  • advise and support, managers at all levels including Directors and Chief Officers on a varied range of complex resourcing and pay and grading matters and provide guidance and support to HR Administrators on priorities, actions and resolutions to their case work
  • provide direct advice and support on all complex matters relating to resourcing and pay and grading and assist on recruitment panels/assessment processes where necessary, including interviewing psychometric testing and other assessment processes
  • to advise and support the implementation of organisational change and support with any associated staff redeployment, retraining or redundancy matters. Additionally support the Head of HR Services with corporate programmes. 
  • to be responsible for managing workloads and performance of identified staff within the team including supervision, PRD’s and absence management
  • to support all people management policies and procedures proactively support equality and diversity within the council including the production of equality impact assessments but additionally that they help promote a culture of equality
  • to assist with the development , streamlining and implementation of resourcing and pay and grading policies and procedures in line with employment legislation and best practice including support with the delivery of briefings, management workflows and training sessions
  • to work closely with senior colleagues across HR Services and Learning & OD, HR systems and Implementation teams to provide an effective HR Service and deliver key HR strategies, priorities and new developments, workforce planning and policies & procedures. This may include annual short term placement to work directly within other teams across the service
  • working with service partners to influence key stakeholders at all levels including Elected Members, and senior officers, line managers, trade unions and equality groups in the development and implementation of policies and procedures, good practice across all operational activity service areas
  • to manage and support new development projects as requested in order to enable the council to realise it transformation strategy through agile working to enable fast and effective organisational change and to meet increasing customer expectations and improve value for money

Please be aware that you will be flexible to work in any area of HR Services as required by the needs of the service to ensure best use of resources. Line management will be required depending on the area of service the role operates within. Responsibility for the overseeing of objectives will be a requirement of all principal roles.
